First edition. Bailey is best-known as one of the most persistent critics of David Ricardo, but his works of the 1830s are concerned with representation, the most pressing issue of the decade. “The politics displayed in these works are those of a moderate utilitarian radical with a strong objection to state interference” (Oxford DNB).
