First edition. An important political treatise on the relation between the executive power and the legislature by Necker, French statesman and finance minister of Louis XVI. His analysis and comparison of the systems of France, the United States, England and other European powers argued that separation of executive and legislative powers would lead to an imbalance of power, with the legislature enjoying unlimited and unchecked authority.
