Second complete edition, first published in 1817 and then also issued in ten parts of 16 pages each, earlier in 1818 by Thomas Wooler in his periodical Black Dwarf. The title was written mainly in 1809-10, but Bentham was reluctant to declare his radical position on parliamentary reform, partly for fear of prosecution, and it was not until 1817 (possibly with the encouragement of James Mill) that he finally published his influential Plan of Parliamentary Reform. It was well received, although with some criticism of Bentham's style, and a popular edition was subsequently published by Thomas Wooler. Bentham harboured increasingly radical ideas on parliamentary reform throughout his career, in part prompted by the failure of existing government to seriously consider any proposals for significant and far-reaching reform, including his own.
